America needs serious transportation reform. While the recent Senate transportation bill failed to move the ball forward on needed transportation reform, today’s House bill takes big strides in the wrong direction. And by funding future spending with revenue from increased oil drilling that won’t materialize for several years, it is clear that the House bill is just a political stunt.

Comments-re-proposed-changes-to-TIFIA-program-Docket-No.-FHWA-2009-0123

This letter regards proposed changes [outlined in Docket No. FHWA-2009-0123] to the Transportation Infrastructure Finance and Innovation Act (TIFIA), a program of the United States Department of Transportation (U.S. DOT). We support the proposed adjustments and would further shift the weighting criteria for evaluating applications. We also support requirements to offset the subsidy cost of directly operating the program and the federal government’s costs associated with the issuance of this credit. However, we are concerned that allowing applicants to pre-pay for the federal government to mitigate or insure their financing risks may encourage and obscure excessive risk taking. The comments address these three issues in turn, with introductory remarks about the pervasive backlash to public-private toll road financings in Texas and concluding remarks about future process and transparency.

Senate Transportation Bill Misses Opportunity for Historic Change

The Senate bill falls far short of the kind of decisive progress that America’s transportation system needs. America’s beleaguered transportation system is ailing and needs new direction for the 21st century, especially to become less dependent on oil. While this bill has some good provisions, it does not step up to the task. It contains some half measures and a few meaningful fixes, as well as real missteps that we hope will be addressed.
